Stuttgart combines economic strength with dense housing. If you sell, let or finance property here, you need a valid energy performance certificate — often on a tight timeline. The good news: obligation, certificate type and deadlines follow the Building Modernisation Act (GModG/GEG) nationwide — Stuttgart has no separate rules for any of that.

What matters is building age, how you heat, and whether you hold reliable consumption data. The 2022 census supplies hard numbers — and from those you can tell whether online ordering or an on-site route is the better fit.

Energy certificate obligation in Stuttgart — no special rules

If you sell, let or lease residential property in Stuttgart, a valid certificate for the building must exist and be shown at viewings. That follows GModG/GEG — the same law as in Berlin or Munich.

Stuttgart does not relax or tighten the rules. What differs is the stock: many post-war multi-family blocks, a high share of gas heating, and few heat pumps in the existing building stock. That drives the efficiency class on the certificate and whether a consumption- or demand-based certificate is the right fit for your building.

Stuttgart building stock in figures (2022 census)

On 15 May 2022 the census counted 30,948 buildings with living space in the state capital. That turns the certificate from an abstract duty into a consequence of a concrete stock.

Building ages: why older stock explains lower efficiency classes

More than 38 percent of buildings date from the 1950s and 1970s — when Stuttgart grew like many urban districts in Baden-Württemberg. Another 35 percent were built before 1950. Post-2000 new builds are still under 15 percent of the stock.

Without retrofit, such buildings often land in classes F to H. That reflects the building envelope, plant technology and — for consumption certificates — occupant behaviour.

The table illustrates typical neighbourhood patterns; the percentages above refer to the whole city.

Retrofit status, efficiency classes and certificate type

An unretrofitted older building in Stuttgart-West rarely has the consumption history a low-cost consumption certificate needs. If heating bills are incomplete, a demand certificate remains — or you gather documents first (documents checklist).

From 1 January 2027 the Building Modernisation Act (GModG/GEG) expands rules for pure residential buildings (choice of consumption vs demand, different consumption-data rules). For transactions today, GModG/GEG still applies in its current form — but if you order now, check whether the certificate still fits your planned transaction (overview of changes).

Listed buildings face new duties from 2027 — relevant in Stuttgart because many façades are protected (listed buildings from 2027).

Online vs offline: ordering an energy certificate in Stuttgart

Owners often ask a chimney sweep or engineering office first; others start with Google or ChatGPT. Both can deliver an equivalent certificate when § 88 GModG/GEG, certified software and the DIBt registration number are in place. Cost, speed and effort differ:

Wann offline sinnvoller sein kann—Nichtwohnanteile, unklare Anlagen, starke Datenlücken, Sonderbauweise

Online suits standard homes when you already have the property documents and no wait for a site visit. Offline still makes sense for mixed use, unclear plant setups or when you prefer someone else to collect data — usually at higher cost (chimney sweep pricing).

From 1 January 2027, Article 2 of the Building Modernisation Act (GModG/GEG) brings the EPBD-aligned certificate reform: new certificate templates, annual consumption data over two years (instead of the previous three-year logic), and tighter listing and disclosure duties on sale and letting. For pure residential buildings — typical Stuttgart stock without commercial units — you can still choose consumption or demand certificates when the data meet the rules (choice from 2027). A certificate issued today and still valid remains usable; what matters is the issue date on re-issue (GModG from 1 January 2027). If you order online in Stuttgart now, you receive the current format — sensible when sale or letting is before 2027 or the certificate is expiring anyway.

Create an energy certificate in Stuttgart online

On energyausweis.de you choose the certificate type, enter building data and upload files. An authorised energy consultant reviews before registration and delivery.

Five steps

  1. Clarify certificate type — certificate check or the house guide.
  2. Gather documents — heating bills, year built, living area, photos of envelope and plant.
  3. Choose channel — use the table above; with complete data, online is usually faster.
  4. Submit the order — consumption from €49, demand from €99, Smart certificate when both routes are allowed.
  5. Check the PDF and disclose it — in time for viewings and handover on sale or letting.

Energy carriers in Stuttgart 2026

On census reference date, gas heated 72.8 percent of buildings with living space in the Stuttgart urban district (Statistical Office of Baden-Württemberg, 2022 census). That is far above the state average (39.6 percent gas for buildings in Baden-Württemberg) — and it explains why many certificates show high primary energy figures unless the heating has been upgraded in the meantime.

For new builds from 2020, Baden-Württemberg leads Germany on heat pumps and solar in central heating. In Stuttgart’s existing stock, renewables still heat only about 2 percent of buildings and 1.5 percent of dwellings — certificates usually reflect that in lower efficiency classes until retrofit or fuel switch.

Grants and retrofit

The certificate itself does not trigger a retrofit obligation — it makes deficits visible and lists recommendations. In Stuttgart, owners usually stack federal, state and municipal support; what matters is applying before work starts, an individual renovation roadmap (iSFP) for larger projects, and the order of applications (KfW/BAFA first, then complementary loans).

Federal funding (BEG): KfW and BAFA

Federal funding for efficient buildings (BEG) is the main pillar. Since 21 July 2026, updated rules apply (KfW — BEG adjustments 2026; you apply to the body responsible for each product):

  • Whole-building retrofit to an efficiency house (KfW BEG residential, loan): subsidised credit up to €150,000 per dwelling unit plus a repayment grant depending on the efficiency-house level — often the lever for Stuttgart’s older stock when envelope and heating are upgraded together (KfW BEG overview).
  • Single measures on the building envelope, ventilation or plant: grant via BAFA (BEG single measures for residential buildings) — suited if you start with roof, façade or windows (BAFA — efficient buildings).
  • Heating replacement (heat pump, district heat, solar thermal, etc.): KfW programme 458 as a grant (base rate and possible bonuses; confirmation before application before installation). See heating comparison.

Insulation, windows and heating usually move the efficiency class on the next certificate fastest.

Baden-Württemberg: L-Bank

The state complements BEG through L-Bank (Baden-Württemberg’s development bank):

  • Kombi-Darlehen Wohnen: subsidised loan (typically €5,000 to €200,000 per dwelling unit) when BEG (KfW/BAFA) or other recognised programmes run in parallel — often closes the financing gap after the federal grant (L-Bank — Kombi-Darlehen Wohnen).
  • Wohnen mit Zukunft — photovoltaics: state-backed finance for PV (relevant on Stuttgart roofs; certificate impact depends on the system).

The former Klimaprämie (fixed repayment grant for efficiency house 55/40) applies under L-Bank rules only to loan commitments until 30 December 2024 — do not plan on it for new applications from 2025 onwards.

Stuttgart: Energiesparprogramm-Wohnen

The city supports housing through ESP-Wohnen, including façade insulation (guide rate €35/m²), roof (€45/m²), windows (€90/m²) and retrofit to efficiency house 70 or better (20% of eligible costs, with an energy-efficiency expert report). Requirements include buildings at least 15 years old and at least 30 years of remaining residential use (Stuttgart — ESP-Wohnen).

As of autumn 2026: municipal ESP-Wohnen funds are exhausted; new applications from 14 August 2026 are no longer processed (applications already received continue). Whether funding reopens in 2027 will be announced in good time (ESP-Wohnen funding pause). Treat BEG and L-Bank as the backbone; add city grants when available — check cumulation rules in each guideline.

EBZ Stuttgart and accredited energy consultants help combine federal, state and city support without double funding.

Frequently asked questions

Does Stuttgart have different certificate rules?

No. GModG/GEG applies nationwide. Local building stock and fuels matter, not different laws.

Can I create a certificate online in Stuttgart?

Yes — via certified portals with § 88 review and registration; valid throughout Germany.

Is online as legally valid as via a chimney sweep?

Yes, with the same issuing quality. Differences are price, duration and data collection.

Why so much gas in Stuttgart?

2022 census: 72.8% gas on buildings in the urban district — typical for dense post-war stock.

Consumption or demand certificate?

Depends on data and building — not the city. Use the certificate check.
